Scope of Work Kelly serves as a technical expert within the Global Health Bureau’s Office of HIV/AIDS (OHA), providing guidance and leadership in the design, implementation and evaluation of technically sound, cost-effective and practical approaches to strengthening community and NGO-based approaches to the delivery of HIV/AIDS services in developing countries. Her primary areas of responsibility include: 1) Fostering increased engagement of community-based organizations, especially indigenous organizations, in the delivery of HIV/AIDS related services; 2) Designing, implementing and technical guiding HIV/AIDS projects including those involved in strengthening the technical and managerial capacity of community-based organizations; and 3) Providing technical support to field programs and other HIV/AIDS technical working groups.
Background Previously, Kelly was a fellow with the Population Leadership Program and served as Senior Technical Advisor for Latin America and the Caribbean in the Office of Regional and Country Support. Prior to her fellowship, Kelly was Regional Manager, Latin America and the Caribbean with Population Services International/Commercial Market Strategies. Kelly has a Master’s in Education from Harvard Graduates School of Education and a Master’s in Public Health from George Washington University.
